Police incompetence, and a judicial system which cares only about criminals, led to the murder of Wendy Billing by her ex-boyfriend.

The 32 year old mother was murdered by Sean Francis just hours after being given a conditional discharge on charges of breaching a restraining order taken out against him by Wendy Billing after he had attacked their three-year-old son, John.

Drug addict Sean Francis had a long history of domestic violence and on 9th Sept 2006 he was arrested for beating her, but, despite a long history of violent assaults upon her, received only a conditional discharge !

Later that day he accosted her in the street, threatened to kill her, which also broke the restraining order, and was held overnight in police custody.

But although the officers dealing with the case knew Wendy Billing and the years of violent abuse she had suffered at the hands of Sean Francis, they did not charge him with threatening to kill her, but simply with breaching a restraining order !

On 13th September 2006 he was freed by Judge Marcus Edwards at Brentford County Court and within 24 hours subjected her to a frenzied knife attack in front of their son and she died shortly after in hospital.

Sean Francis then committed suicide by jumping in front of a train.

A relative said: "Francis was pure evil. He should have been locked up a long time ago.The police knew he was a danger but he was still able to do this. He was arrested after kicking the child only a few days ago but they let him out and now he's destroyed the family" !

Scotland Yard said today that it had launched an internal inquiry into the tragedy.

But no amount of internal inquiries will bring back Wendy Billing - the only thing which will protect innocent people is a REAL justice system dedicated to protecting the innocent and punishing the guilty!
