David Tiley - Murderer!

David Tiley, who raped and murdered two women, had been released early from prison, even though he had served a six year sentence for rape and been jailed three times for not telling police of his whereabouts!

David Tiley met Susan Hale, who was disabled with a degenerative brain disorder, at an amusement arcade in Southampton last year.

He moved in with her, but, as a registered sex offender, was sent to jail last August for not telling police of his change of address.

Released early in January, the couple became engaged but, after she taunted him about "something in his past", Tiley bludgeoned her with a hammer, and then bound her ankles and wrists before committing a serious sexual assault on her, then stabbed her in the head and chest and watched her die. After he locked her body in an upstairs bedroom, Tiley covered it with a duvet, sprayed deodorant under the door to mask the smell of decomposition and turned on a file to keep the bedroom cool.

Eight days later when Susan's carer, Sarah Merritt, came to bathe her, David Tiley threatened her with a knife, bound her wrists and told her Susan Hale was dead.

After taking her bank card and PIN he left her bound and gagged, withdrew £150 from her account before returning and smoking two cigarettes while "having a conversation" with the terrified woman, but when she began to cry he got angry, raped her then stabbed her in the neck with the same knife he had used on Susan Hale.

At Winchester Crown Court, Mr Justice Irwin, sentencing David Tiley to spend the rest of his life in prison said: "The brutality and evil defies adequate description."

A review has been launched into the circumstances surrounding the Multi-Agency Public Protection Arrangements (Mappa) which classed Tiley as a "medium to low risk offender."

Hampshire Police said that "short of 24-hour surveillance" there could be no guarantees that such a man could be prevented from reoffending - of course they didn't mention that David Tiley had actually been under "24 hour surveillance" - in prison - but had been released early and killed two innocent women!
