Anthony Rice was a dangerous criminal who was released from a life sentence because his human rights were put before protecting the public.

Since the age of 15 he had attacked at least a dozen women, some at knifepoint !

When he was jailed for life for a violent attempted rape in 1989, probation officers said he ought to be kept behind bars indefinitely.

But the Parole Board and the Probation Service took undue account of his human rights, fearing legal action against them.

He was released and within months had killed Naomi Bryant !

In November 2004 he was freed on parole, and his case was taken over by MAPPA, a panel supposed to protect the public from serious offenders in the community.

It found a hostel for Rice in the Hampshire village of Otterbourne even though villagers where the centre is located have always been assured that only non-violent men lived there !

He was supposed to be staying there under strict conditions, but probation officers were concerned that the conditions were "too severe" so didn't bother to monitor him !

In April 2005 Rice sneaked out of the hostel he was staying at, and hit a woman over the head with a brick.

He thought police would trace him within a few days but they didn't.

On Aug 17 last year, Rice was in Winchester - where he was not allowed to be - but nobody was bothering to monitor him !

He met Naomi Bryant and a few hours later she was dead !

Murdered by incompetent officials whose concerns for the human rights of scum like Anthony Price counts more than their duty to protect innocent people like Naomi Bryant !
